I've updated the DLL version of the pre-release D3DX11 effect C++ static library (from the Aug 2009 DirectX SDK) with a fix for its failure to create shaders when the feature level is less than 11.
Applications using D3DX11CreateEffectFromMemory now work correctly with hardware acceleration on Direct3D 10.1 graphics cards.

Unzip and copy this file to the System32 folder.
